Abstract

Государственные социальные услуги в большей степени ориентированы на создание общего человеческого капитала, муниципальные и частные социальные услуги в основном обеспечивают формирование специального человеческого капитала, функционирующего в ограниченном территориальном или корпоративном пространстве. Конечно, четкую грань здесь поставить сложно, но, тем не менее, она существует. В нашем исследовании мы исходим из принципа рационального поведения, и поэтому считаем, что формирование общего и специального капитала должно базироваться на выборе оптимального решения в условиях неопределенности и ограниченности ресурсов.
