«Инновационная Деятельность» Как Предмет Научного Анализа

Abstract

В настоящем исследовании проводится научный анализ документов и практики реализации общегосударственной задачи перевода экономики на инновационные рельсы. Автор выяснил и наглядно показал, что в погоне за высокими отчетными данными по уровню инновационности проектов исследований и разработок, финансируемых из госбюджета, зачастую происходит подмена понятий. Ситуация, когда категория «инновации» и связанный с ней кластер родовых понятий не определены ни практически в нормативных документах, ни концептуально позволяет манипулировать отчетными цифрами, создавая ситуацию инновационного застоя, которую негативно оценил президент РФ. Представленные автором конструктивные предложения могут рассматриваться как отправная точка в деле реализации программы модернизации экономики России.
