Abstract

Образовательное кредитование в условиях эксперимента по его государственной поддержке представлено автором как новый «выращиваемый» в российском обществе институт, в котором государство выполняет двоякую функцию: с одной стороны, гаранта, с другой участника контрактных отношений. Рассмотрены возникающие в данной ситуации риски административных барьеров, связанные с ними потери, а также механизмы преодоления таких барьеров.
