Ресурсное Изобилие: Благо Или Зло Для Инвестиций В Человеческий Капитал?

Abstract

Инновационный сценарий развития российской экономики предполагает приоритетность инвестиций в человеческий капитал. На первый взгляд, у России нет жестких ресурсных ограничений для решения этой задачи. Изобилие природных ресурсов позволяет аккумулировать значительную природную ренту и использовать ее как инвестиции в человеческий капитал. Однако такое изобилие не всегда гарантирует поступательное развитие человеческого капитала. Для решения этой задачи необходима активная стратегия преодоления ресурсной зависимости.
