Abstract

Главным вектором модернизации образования является разработка и внедрение эффективного механизма си-стемы открытого образования. Необходимость открытого образования также объясняется ускоряющимся процессом устаревания знаний и требованиями современного развития гражданского общества. Однако мно-гие вопросы развития системы открытого образования остаются не до конца разработанными и слабо ис-следованными. Решение этих вопросов как раз является одной из основных задач данного исследования.
