Концептуальные Основы Изучения Региональной Инновационной Подсистемы

Abstract

В статье на основе комплексного анализа специфики и потенциала сложившихся подходов к трактовке региональных инновационных подсистем (РИП) предложены авторское институциональное определение РИП, новая интерпретация ее функций и структуры. Данный подход акцентирует внимание на минимизации трансакционных издержек и административных барьеров деятельности и взаимодействий субъектов РИП, повышение эффективности нормативно-правовых институтов, создание стимулов коммуникации и кооперации различных структур и стейкхолдеров. Результаты проведенного исследования могут быть использованы при совершенствовании политики регулирования и системы стратегического управления инновационным развитием регионов России.
