Эволюционный Подход К Формированию Программы Развития Нового Нефтегазового Района

Abstract

В статье отражена специфика программного подхода к освоению ресурсов углеводородного сырья. Показано, что программное регулирование процесса освоения нового нефтегазового региона в целом должно отражать динамику основных характеристик нефтегазодобычи, а также особенности развития нефтегазового сектора по мере отработки запасов. Особо отмечена взаимосвязь условий функционирования объектов программного управления и эффективности внешних управляющих воздействий, что, в свою очередь, обусловливает эволюцию инструментов государственного регулирования.
