Abstract

Выявлены основные проблемы и противоречия формирования региональной инновационной политики в РФ. Необходимость перехода российской экономики на инновационный путь развития рассматривается как условие обеспечения экономической безопасности. Особое внимание уделено правовым аспектам государственной инновационной политики. Разработаны принципы государственной инновационной политики и предложения по разграничению компетенции между федерацией и субъектами РФ в области регулирования отношений в научно-технической и инновационной сферах. Раскрыты подходы к организации региональных систем трансферта технологий.
