Рекомендации По Оценке Персонала Органов Местного Самоуправления

Abstract

Статья посвящена оценке персонала органов местного самоуправления. Автором отмечено, что эффективная оценка персонала играет огромную роль в управлении им, являясь основой множества процедур: приема на работу, внутренних перемещений, зачисления в состав резерва на выдвижение, повышения квалификации, контроля персонала, совершенствования организации управленческого труда, методов работы, улучшения структуры аппарата. Предлагается обоснование рациональной численности работников в структурных подразделениях органов местного самоуправления осуществлять на основе сбора, изучения, анализа и оценки объективной информации по следующим показателям: трудоемкость выполняемой работы в течение месяца, года; сложность выполняемой работы и степень ее соответствия квалификации работника.
