Укрепление Финансовых Основ Как Фактор Развития Территорий

Abstract

В статье представлена структура региональных финансовых ресурсов, раскрыты источники их формирования, определено место бюджета. Раскрыты проблемы и сформулированы рекомендации по повышению финансовой обеспеченности территорий путем оптимизации межбюджетных отношений. Показана их роль как одного из важнейших факторов укрепления финансовой базы территорий, обоснована необходимость придания бюджетному процессу стимулирующего воздействия на уровень развития региональных экономических систем. Сформулированы предложения по переходу от затратного метода управления бюджетными ресурсами к модели управления результатами, по развитию механизма взаимодействия территориальных органов управления с хозяйствующими субъектами на основе государственно частного партнерства.
