Abstract

В работе впервые предложена методика комплексной оценки инновационного потенциала регионов. В результате определен индекс инновационного потенциала регионов Российского Севера и на его основе все регионы соотнесены по группам, соответствующим их инновационному рейтингу. Предложена система мер по стимулированию инновационной деятельности регионов.
