Современные Подходы К Финансированию Образовательных Программ Вуза

Abstract

В современных условиях базой для развития вуза является устойчивое смешанное финансирование, включающее субсидии на финансовое обеспечение государственного задания, целевые субсидии, доходы от платной образовательной деятельности, финансовое обеспечение программ по стратегическому развитию инфраструктуры, различные гранты и пр. Рассматриваются новые подходы к формированию организационных отношений в сфере финансового обеспечения государственных образовательных учреждений, связанные с переходом на нормативно-подушевое финансирование образовательных программ. Утверждается, что основополагающие принципы расчета финансового обеспечения оказания государственных услуг на основе единых для всех вузов нормативных затрат, дифференцируемых по специальностям и направлениям подготовки, наиболее полно отвечают интересам государства с точки зрения эффективности использования бюджетных средств.
