Уроки Американского Опыта Жилищной Помощи Семьям С Низкими Доходами

Abstract

Получатели помощи предпочитают наличные суммы другим жилищным субсидиям; помощь не может быть оправдана до тех пор, пока граждане, за чей счет оказывается помощь, не получают осязаемые выгоды, связанные с жильем получателей помощи. Существование осязаемых внешних выгод часто подтверждается. Например, приводятся доводы, что лучшее жилье для бедных улучшает здоровью его обитателей и, поскольку некоторые болезни заразны, улучшает здоровье людей с высокими и средними доходами, с которыми они контактируют. Имеющиеся свидетельства показывают, что некоторые внешние эффекты существуют, но их величина незначительна ительство разработало широкий спектр жилищных программ для бедных.
