Аграрная Экономика Под Прессом Государственного Администрирования: Из Опыта Времен Первой Мировой Войны

Abstract

Проблема перерастания государственного регулирования аграрного рынка в масштабный диктат в сфере сельскохозяйственного производства и посредничества анализируется в региональном масштабе. История продовольственных заготовок в Сибири в годы Первой мировой избрана как малоизученный, но показательный пример протекания общероссийских процессов. В статье детально показано взаимодействие в процессе заготовок хлеба, масла, мяса и рыбы правительственных уполномоченных, кооперации, частных торговцев и крестьянских хозяйств. Автор обосновал тезис о большем по сравнению с европейской частью России влиянии правительственных чиновников на заготовки, более тесной их связи с кооперативными организациями. Стремление скупать продовольствие по низким ценам подталкивало представителей государства подавлять частную инициативу жесткими административными методами. В этом государство нашло опору в лице сибирской кооперации.
