Abstract

На долю 31-го президента США пришлось самое незавидное бремя – Великая депрессия. По словам Гувера, он «был инженером по образованию и не понимал всех нюансов экономики», как не понимал всех особенностей глубочайшего кризиса ХХ в. Демократы объявили Гувера виновником циклического кризиса. Избиратели отказали ему в доверии. Само время было против Г. Гувера. Между тем проводимая им экономическая политика подготовила программу антикризисного регулирования Ф. Рузвельта – Новый курс.
