Зерновые Интервенции — «Старый-Новый» Механизм Эффективного Регулирования Рынка

Abstract

Отказ государства после 1993 года от действовавшей системы реализации зерна на основе планов государственных закупок и договоров контрактации вызвал трудности с реализацией зерна у его производителей в России. Прежняя система хотя и обладала рядом недостатков (ограничение свободы выбора покупателей зерна, излишняя административная опека товаропроизводителей со стороны органов государственного управления, множественность плановых показателей по объемам и ассортименту зерновых культур, срокам сдачи продовольственного рынка и др.) однако имела и главное преимущество: гарантировала производителям зерна его сбыт крупными партиями по государственным закупочным ценам. Создание ОАО «Агентство по регулированию продовольственного рынка» призвано использовать преимущества рыночной экономики и государственного регулирования рынка зерна.
