Abstract

В обозримом будущем Россия не будет иметь достаточных материальных и организационных ресурсов для восстановления и поддержания архитектурных памятников. Единственным решением проблемы является привлечение частного капитала под контролем государства. На основе зарубежного и отечественного опыта, а также анализа законодательства, в статье сформулированы главные принципы, на основании которых частный капитал может быть привлечен к сохранению культурно-исторического наследия. Сформулированы проблемы, которые еще предстоит решить при выработке механизмов ГЧП для столь специфической сферы деятельности.
