Формирование Контрактной Системы В Регионах На Примере Опыта Москвы

Abstract

Автор обращается к опыту Москвы в сфере информационных технологий, связанных с размещением государственного заказа. В течение шести лет в городе функционирует и постоянно совершенствуется Единая автоматизированная информационная система торгов (ЕАИСТ), обеспечивающая системное управление процессом размещения государственного заказа, работающая во взаимодействии с другими автоматизированными информационными системами города. Подробно прослеживается, как автоматизация сферы размещения государственного заказа охватывает все стадии от планирования процедур размещения до контроля над исполнением государственного контракта. Таким образом, в городе уже фактически сформирована контрактная система, о которой в своем Бюджетном Послании говорил Президент, и Москва, оказавшаяся пионером в создании новой системы, готова поделиться наработанным опытом с федеральным центром, так как созданный и апробированный ресурс может быть использован для решения общефедеральных задач и создания унифицированной системы контроля за реализацией госзаказа без дополнительных затрат государственных средств.
