Abstract

Жилищная и коммунальная составляющая жилья должны быть сбалансированы. Иначе собственник жилья испытывает неудобства. Это может быть достигнуто с помощью пропорционального развития подотраслей, которые действуют и на жилищную экономику, и на коммунальную. Так как эти составляющие не могут существовать по отдельности, есть все основания говорить о жилищно-коммунальном комплексе (ЖКК). Особенность этого комплекса состоит в том, что он производит не материальные блага, а услуги, без которых жилищный фонд не может функционировать.
