Abstract

Рассмотрен целевой характер стипендий, выплачиваемых обучающимся в Российской Федерации, как элемент юридической природы правового явления. Классификация, проведенная по данному основанию, позволила выделить стимулирующие и поддерживающие стипендии. Анализ норм права, регулирующих общественные отношения в образовательной сфере, позволил выделить критерии первого и второго уровня, используемые для назначения и выплаты стипендий, относящихся к разным группам. Авторами также проведена систематизация оснований для выплаты государственной социальной стипендии.
