Abstract

В зависимости от формы государственного устройства в целях наиболее эффективного управления использованием природных ресурсов применяются различные схемы сочетания макрои микроинструментов. На Западе региональная политика природопользования и защиты окружающей среды начинается с региональных программ, аккумулирует в себе целевые задачи, приоритетность которых бесспорна. Доходы от эксплуатации природных ресурсов в зарубежных странах, как правило, изымаются через систему налогов, ориентированных на изъятие природной ренты у пользователя природными ресурсами. Зарубежный опыт природопользования показывает, что на практике широко применяются методы как прямого, так и косвенного регулирования качеством окружающей среды.
