Abstract

В условиях высокой волатильности среды и ограниченности финансово-экономических ресурсов развитие воспроизводственных процессов на местном уровне предпочтительно осуществлять по линии ассоциирования среднего и малого предпринимательства в территориально-хозяйственные кластеры на принципах государственно-частного партнерства. Ограниченность ресурсов местного бюджета актуализирует формирование территориально-хозяйственных кластеров на базе групп муниципальных образований, рассматриваемых как субрегиональные локалитеты.
