Понятие Внешних Ограничений В Региональных Исследованиях

Abstract

В данной статье обоснована правомерность введения в научный оборот региональных исследований понятия «внешние ограничения»; раскрывается содержание данного понятия, дается критическая оценка ряду концептуальных представлений о формах и способах введения указанных ограничений. Автор привлекает к исследованию значительную выборку теоретических представлений и научных позиций, представленных в современной научной литературе. Оценивая последствия введения внешних ограничений, автор приходит к выводу о том, что по масштабам воздействия на экономику, как всей страны в целом, так и отдельных регионов, следует ожидать весьма серьезные негативные последствия в экономическом и социальном развитии России, причем большинство указанных последствий носит стратегический характер. В статье очерчены некоторые формы смягчения, обхода или преодоления внешних ограничений, апробированные на мезо-уровне или возможные для практического использования.
