Abstract

В статье рассматривается ряд проблем, связанных с функционированием и финансовым обеспечением деятельности наиболее значимых учреждений науки, образования и культуры, являющихся главными распорядителями средств федерального бюджета. Сделан вывод о необходимости корректировки нормативной базы в целях решения проблем, возникающих при предоставлении данным учреждениям субсидий на выполнение государственного задания. Обоснована необходимость унификации подхода к формированию государственного задания и осуществлению функций и полномочий учредителя в отношении этих учреждений.
