Abstract

Процессы неравномерного развития регионов России вызывают необходимость формирования такой модели межбюджетных отношений, которая обеспечит переход к устойчивому типу развития социально-экономических систем. Бюджетная устойчивость регионов предполагает бюджетную самостоятельность, сбалансированность, платежеспособность. Комплиментарно-адаптивное применение инструментов межбюджетных отношений позволит реализовать перечисленные принципы и сформировать устойчивый тип бюджета регионов и страны.
