Фінансове Забезпечення Регіонального Розвитку В Україні У Контексті Децентралізації

Abstract

В статье исследована проблематика укрепления финансовой основы развития регионов как составляющей политики обеспечения экономической безопасности и одного из важнейших направлений децентрализации власти в Украине. Определены основные проблемы финансирования регионального развития, выявлены недостатки межбюджетных отношений и препятствия накоплению финансового ресурса местных общин. Установлено, что основным следствием финансовой "слабости" регионов стала невозможность концентрации средств для финансирования приоритетных инвестиционных проектов и мероприятий регионального развития. Определены приоритетные направления укрепления финансового обеспечения регионов в разрезе задач региональной политики и с учетом объявленной в Украине децентрализации власти и расширения фискальных полномочий регионов.
