Abstract

Разработке и реализации промышленной политики, особенно в технологической сфере, сопутствует высокая неопределенность. Продукты, которые выйдут на рынок лишь через несколько лет, могут оказаться невостребованными из-за появления более совершенных технологий. Нередко инициативы в этом направлении терпят неудачу по причине некорректной направленности либо нецелевого использования ресурсов. Комбинированный подход с использованием Форсайта, конкурентной разведки и бизнес-аналитики позволяет прояснить перспективы, снизить риски, своевременно выявить дополнительные возможности для развития отраслей и добиться большего соответствия новых программ ожиданиям целевой аудитории. Опираясь на научную методологию и богатый практический опыт, авторы предлагают систему индикаторов для реализации подобного подхода.
