Abstract

С начала реформ (а по некоторым оценкам и в более ранние периоды) в отечественной науке наблюдается обострение кадровых проблем, что проявляется в старении научного персонала, падении престижа соответствующих видовдеятельности, ухудшении качества научных результатов и т.д. В связи с этим особый интерес представляют оценки самими учеными ограничений, возможностей и перспектив совершенствования государственной научно-технической политики, а также адекватности и эффективности ее инструментов. В статье представлены предварительные результаты анализа материалов обследования условий работы ученых и привлекательности научной карьеры, проведенного Институтом статистических исследований и экономики знаний Высшей школы экономики в 2007 г.
