Abstract

Ведущие мировые державы борются за технологическое лидерство и повышение эффективности своих инновационных систем. При этом ни одна страна, включая США и Японию, расходующие на науку сотни миллионов долларов в год, не может сегодня вести полномасштабные исследования по всем научным направлениям, поскольку получение новых знаний требует сверхрасходов на оборудование и подготовку специалистов. В этих условиях они научились эффективно определять приоритеты своего научно-технического и инновационного развития, сохраняя лидирующие позиции в наиболее перспективных областях.
