Abstract

Проект «Предупреждение наводнений и защита береговых территорий» (Flood and Coastal Defence FCD) как часть программы Форсайта в Великобритании предполагал использование сценарного анализа, который активно применяется в британской политической практике. Эта методика имеет долгую историю, она использовалась в системе управления водными ресурсами еще до появления проекта FCD. Указанный подход продолжает развиваться и влиять на принятие стратегических решений во многих областях. В статье дается обзор методологии и объясняются причины ее успешности.
