Abstract

Канада является сегодня одной из наиболее передовых и влиятельных стран в мире. Богатые природные ресурсы, передовая промышленность, развитый сектор услуг, научный и человеческий потенциал, казалось бы, позволяют канадцам уверенно смотреть в будущее. Однако темпы происходящих в мире перемен, возникновение новых проблем, без решения которых невозможно поддерживать конкурентоспособность, приводят к необходимости радикального изменения подходов к оценке будущих вызовов и разработке стратегий, нацеленных на усиление позиций страны в первую очередь на основе поддержки инноваций и повышения эффективности исследований и разработок. Как национальные, так и региональные власти Канады хорошо понимают важность формирования стратегий долгосрочного развития, и опыт использования ими в этих целях методов Форсайта весьма поучителен.
