Abstract

Четкие ориентиры будущего повышают шансы на успех инвестиций и позволяют минимизировать возможные потери. Этим во многом объясняются достижения либо неудачи тех или иных стран в отношении стратегического развития. Но если для успешных экономик, располагающих достаточным ресурсным потенциалом, цена ошибки означает лишь упущенную возможность дальнейшего роста и недополученные блага, то для аутсайдеров она чревата дополнительными годами нищеты и растущим отставанием. Таким образом, последние испытывают большую потребность в Форсайте, но их возможности (в плане соответствующих компетенций и информационной обеспеченности) обычно недостаточны для организации подобных исследований. Тем не менее существуют относительно простые, малозатратные, притом достаточно эффективные методы предвидения, доступные небогатым и развивающимся странам. В их числе дорожные карты.
