Abstract

На Барселонском саммите 2002 г. Европейский Союз объявил об амбициозной цели поднять к 2010 г. затраты на научные исследования и разработки (НИиР) до уровня, эквивалентного 3% от ВВП. В статье представлен критический анализ возможностей достижения заявленной цели.
