Abstract

Статья посвящена особым экономическим зонам (ОЭЗ) в России. Они не имеют достаточных преимуществ для привлечения крупных прямых иностранных инвестиций, необходимых для экономической модернизации. Отмечено, что российская инновационная политика сфокусирована в основном на технологическом развитии, тем не менее около 60% российского ВВП составляет сфера услуг. Поэтому ориентированные именно на нее инновации произведут на экономику наибольший эффект. При этом без участия лидирующих мировых корпораций инновационная реформа неосуществима. Авторы убеждены в том, что мобилизация расходов на исследования и разработки (ИиР) в частном секторе является ключевым фактором для модернизации российской сырьевой экономики.
