Transformation of institutional structure of shadow economy in Russia

Abstract

The paper studies optimization of the factors of shadow economy. The author examines key criteria and principles of the shadow economy, reveals the need for institutional planning in order to optimize the shadow economy, and identifies key principles of implementing anti-shadow policy based on institutional planning. The paper emphasizes that to achieve real progress in optimization of the shadow economy is possible only when formal regulation is based on a system of informal norms of business ethics and punishment for breaking business rules. The importance of cultural issues in the conduct of anti-shadow policy is stressed.
