Abstract

В статье рассматривается роль кадрового фактора в развитии экономического комплекса нашей страны в ретроспективном, современном и перспективном подходах. Оцениваются существовавшие системы подготовки кадров, учитывающие насущные потребности развития отечественной экономики. Приводятся формы подготовки рабочих кадров и кадров инженерно-технических работников. Дается анализ прав и обязанностей как самих работников, так и государственных структур и руководящего персонала промышленных и других предприятий. Констатируется, что темпы научно-технического прогресса требуют повышения качества подготовки персонала, что не может быть совместимо с сокращением времени на этот процесс.
