Abstract

Государственный оборонный заказ является одной из наиболее капиталоемких статей бюджетных расходов в структуре государственного спроса. Последние годы идет полномасштабная модернизация отечественного оборонно-промышленного комплекса. Это проявляется в фундаментальных изменениях нормативно-правовой основы: принятие нового Федерального закона от 29 декабря 2012 г. № 275-ФЗ «О государственном оборонном заказе»; создание инновационных кластеров для разработки и внедрения новейших образцов военной техники; развитие нового направления оборонно-промышленного комплекса высокоточного оружия. Все эти меры сделали процедуру реализации государственного оборонного заказа более прозрачной и понятной для заказчика и исполнителя, исключая возможности коррупционных схем.
