Совершенствование Системы Платежей Недропользователей С Целью Стимулирования Расширенного Воспроизводства Минерально-Сырьевой Базы Рф

Abstract

Система платежей в области разработки и добычи углеводородных ресурсов не отвечает в полной мере интересам государства в сфере обеспечения национальной сырьевой безопасности и интересов будущих поколений России в целом и ее регионов в частности. В связи с этим актуальное значение приобретает ее совершенствование и оптимизация для стимулирования процесса инвестирования в систему расширенного воспроизводства минерально-сырьевой базы и модернизации нефтяных предприятий. Для сохранения уровня финансовых потоков от продажи углеводородных ресурсов из-за рубежа необходимо провести модернизацию отечественных нефтеперерабатывающих заводов и ориентировать экспорт на реализацию нефтепродуктов, а не сырой нефти.
