Abstract

В статье рассмотрен ряд вопросов, касающихся защиты персональных данных и правовых требований в процессе использования электронного голосования. В данном процессе важно применять эффективные средства контроля, чтобы при необходимости могла быть реализована возможность судебного разбирательства. До тех пор пока такие меры не приняты, подобные методы голосования следует рассматривать как потенциальную угрозу конфиденциальности избирателей, основ демократии и граждан. Информационно-коммуникационные технологии дают значительные возможности для расширения электронного участия и электронного голосования, способны сделать эти процессы и руководство ими более открытыми, прозрачными и подотчетными. Однако использование электронных средств коммуникации не означает, что автоматически должно произойти укрепление демократического процесса, стать более эффективной защита прав человека, включая право на неприкосновенность частной жизни.
