Регулирование Трансакционного Сектора: Проблемы Создания Эффективных Институтов

Abstract

В статье проанализированы проблемы регулирования трансакционного сектора. В качестве одного из главных условий, определяющих успех проводимых реформ, определена необходимость тесного взаимодействия государственных органов и общественных объединений. Как правило, участие лишь одной из сторон не способно обеспечить эффективность принятых мер. Ретроспективный анализ и современная практика продемонстрировали, что такое сотрудничество необходимо как на этапе разработки норм, определяющих рамки функционирования сектора, так и при последующем контроле исполнения не только буквы, но и духа закона и принятых нормативно-правовых актов.
