Abstract

В статье раскрывается содержание понятия налоговых и неналоговых методов формирования территориального бюджета, доказывается необходимость и определены направления совершенствования процессов функционирования территориальных бюджетов посредством бюджетного регулирования с целью усиления собственных доходов территориальных бюджетов Российской Федерации.
