Проблемы Обеспечения Качества В Электроэнергетике

Abstract

В условиях современной экономики совершенствование качества товара является важнейшим фактором повышения уровня жизни человека и общества, тем более когда речь идет о таком стратегически важном для страны продукте, как электроэнергия. В настоящее время начался процесс переосмысления управления потребительским качеством электроэнергии. В статье проведен анализ законодательства и сложившейся в отрасли практики и выделены основные проблемы обеспечения качества в электроэнергетике: недостатки и противоречивость законодательных норм; некорректный подход к процедуре проведения сертификации, а также выбору субъектов лицензирования; неопределенность субъектов энергетического рынка, за счет которых в конечном итоге должна проводиться модернизация оборудования в точках подключения и сертификация; критический уровень изношенности основных фондов в отрасли; монополизм на энергорынках. Результаты проведенного исследования позволяют констатировать полное отсутствие механизмов обеспечения качества.
