Особенности Нормативно-Подушевого Планирования И Финансирования В Сфере Высшего Профессионального Образования

Abstract

В статье акцентируется внимание на одном из основных направлений модернизации системы высшего профессионального образования нормативно-подушевом финансировании расходов. Использование нормативного метода позволит обеспечить сохранение государственных гарантий получения высшего образования за счет средств федерального бюджета, а также даст возможность связать объемы финансирования вузов с количеством и качеством предоставляемых образовательных услуг. Предметом исследования является нормативный метод финансирования расходов. Анализируются основные требования, которые следует учитывать при планировании и финансировании расходов бюджета на высшее образование на основе нормативов подушевого финансирования.
