Abstract

В статье рассматриваются проблемы централизации и децентрализации управления в макроэкономическом разрезе. Авторы предлагают собственный концептуальный подход к сущности реализации процессов управления. При этом выделяют безусловный приоритет централизации управления при решении основополагающих проблем развития народно-хозяйственного комплекса страны. Дается оценка роли централизованной системы управления (ЦСУ) при ликвидации кризисных ситуаций. На реальных примерах решения сложных задач, стоявших перед нашей страной в различные периоды XX столетия, оценивается эффективность их решения существовавшей ЦСУ. Показана роль ЦСУ в выравнивании экономического потенциала территорий. Даются примеры необходимости централизации системы управления для решения постоянно возникающих проблем управления в рамках ЕС. Отмечаются негативные моменты существовавшей в СССР ЦСУ, связанные в первую очередь с гипертрофированной ролью контрольных функций.
