Повышение Эффективности Функционирования Региональных Систем Медицинского Страхования

Abstract

В статье анализируются перспективы развития региональных систем медицинского страхования в России в условиях осуществления модернизации здравоохранения и реформирования финансовой модели обязательного медицинского страхования. Автором определены преимущества новой модели организации медицинского страхования, сделаны выводы о соответствии ее базовым страховым принципами и необходимости повышения сбалансированности страховых ресурсов и страховых обязательств. Обоснованы предложения по увеличению поступлений в системе обязательного медицинского страхования от некоторых категорий страхователей на основе определения показателя стоимости страхового года. Даны рекомендации по повышению рациональности и эффективности расходования страховых ресурсов за счет усиления мотивации лечебно-профилактических учреждений и страховых медицинских организаций.
