Анализ Политического Риска Проектов Государственно-Частного Партнерства

Abstract

В статье обозначены риски, присущие проектам государственно-частного партнерства, связанные с политической поддержкой таких проектов. Традиционные методы оценки проекта, как правило, основаны на учете «жестких» рисков проекта, которые относительно легко идентифицировать. Но это не позволяет находить выход из сложных ситуаций, поскольку данной информации недостаточно для действенных решений. Политическая поддержка проектов ГЧП часто определяется как наиболее важный и критический фактор успеха. При этом большое значение она имеет для минимизации политических рисков в бизнес-процессах, связанных с оказанием услуг. На ранних стадиях разработки проектов ГЧП важен не столько традиционный количественный анализ рисков, что, несомненно, является важным, сколько эффективная политическая поддержка бизнес-деятельности наряду с пониманием того, как информация используется для формирования ответственных решений в рамках проекта.
