Формирование продовольственной политики России с древнейших времен до начала xviii века

Abstract

В статье рассматривается проблема формирования политикиРусского государства в области обеспечения населения продовольствием в период феодализма с XI по XVII вв. Раскрываются основные мероприятия правительства по преодолению голода. На основе анализа источников анализируются методы борьбы с продовольственными кризисами, связанными состихийными бедствиями. Делается вывод о том, что к XVIII в.была создана малоэффективная реквизиционная система решенияпродовольственного вопроса. Только к началу 20-х гг. XVIII в. были сформулированы основные идеи продовольственной политики России: 1) обеспечение народного продовольствия как составная часть государственной политики; 2) необходимость созданияхлебных запасов на случай неурожая;3) необходимость ведения государственной статистики повопросам урожайности и ценах на хлеб по всей империи.
