К Вопросу Об Эффективных Инструментах Налоговой Политики

Abstract

Отсутствие четкого определения инструментов налоговой политики и их реального состава негативно сказывается на эффективности проведения государством налоговой политики. На основе анализа научной литературы и различных точек зрения на понятие «инструменты налоговой политики» автор приходит к выводу, что эффективными следует считать конкретные виды налогов, налоговые ставки, налоговые льготы и санкции, а также налоговую базу и процедуру налогового администрирования. В статье подробно рассмотрен каждый из терминов, описаны положительные и отрицательные стороны применения того или иного инструмента налоговой политики.
