Потенциальные Вызовы Электронному Правительству

Abstract

Несмотря на значительные возможности осуществления инициатив электронного госуправления есть целый ряд проблем, способных помешать реализации ожидаемых преимуществ. Некоторые из них, такие как проблема доступа к компьютерам (цифровой разрыв (цифровое неравенство) отсутствие равного доступа к компьютерам из-за недостатка финансовых ресурсов или необходимой квалификации), являются существенными, поскольку порождают более значимые политико-конфликтогенные проблемы. Такие вопросы, как нормативы финансирования и проблемы развития на муниципальном уровне, являются вызовами, возникшими вследствие усилий по интеграции информационной технологии в органы государственного управления. Однако одним из наиболее существенных вызовов в деле осуществления инициатив электронного госуправления является компьютерная безопасность.
