Региональная Аграрная Политика И Ее Реализация В 1990 2000-Е Годы

Abstract

В статье рассматриваются основные направления, тенденции и некоторые итоги региональной аграрной политики в 1990 2000-е годы. Территории различаются по социально-историческим, экономическим, демографическим характеристикам, традициям и обычаям, у каждой сложился свой опыт хозяйствования. Но в решении аграрных вопросов той или иной территории невозможны стандартность, унифицированность, необходимы региональные подходы, которые составляют сущность региональной аграрной политики. Как показало исследование, региональная аграрная политика за прошедшие два десятилетия не состоялась в своем окончательном виде. Не отработан окончательно механизм компетенций регионов, поэтому не всегда региональная политика имеет четкие границы. Кроме того, еще не наработан опыт сочетания регионализации и интеграции, не всегда соблюдается баланс интересов.
